Yeah, definitely this.
It's tricky to talk about because there's almost no way to do so w/o seeming like you're trying to dodge responsibility for your actions. The best way I can say it is that while there is no excuse for the behavior, that doesn't mean there aren't complex reasons behind it.
Just speaking from my own experience, this was something that was actually insanely valuable to me when I had to go through the VASAP program. It was the first time I'd ever had somebody explain how, at least for some people, you have to disrupt the chain of events long before the time comes to make a decision about whether or not to drive.
